why can flipping a coin be counted as theoretical and experimental probability?

my teacher asked this question and says it is extremely easy, but I blanked out!

It depends… If the coin is a fair coin (not weighted to favor one side over the other) and the person doing the flipping is not cheating, then the probability of heads vs tails is exactly 50-50.
